From what I remember, its still the latter end of the monsoon season there. It might be a hit or a miss as far as rain goes. If you are really worried about the rain then mid to end of October will be much better.
As far as places to stay, most of the tourists usually stay at hotels in the Calungute beach area. October is a perfect time where you should find good deals there considering that the tourist season starts in Nov/Dec. Goa is beautiful, I am sure you will enjoy visiting all the neighboring beaches, temples and the local markets in Panjim. I was there in March and had a blast. Enjoy.

The monsoon will probably have gone past Goa by then, but it's better not to take any chances, especially if you're very keen on the beaches, since the sea's offlimits during the monsoon. It didn't really matter to us, because we were more interested in colonial Goa anyway - the Portugueses villas and churches are superb!
An unusual but very scenic place to stay is Wildernest. They're tucked up in the hills - about 2 hours' drive from Panaji - in the middle of the forest. Very quiet and green and beautiful. And yes, if you do stay with them, they'll provide a pickup and drop from elsewhere in Goa.
